There's a bunch of great resources that are generally free to use. Here's a few I'd suggest. A google search will point you in the right direction for any of these:
Stencyl - A free game creation app that lets you build flash and iOS games. It's an all in one solution that is pretty easy to learn.
Game Maker - Similar to stencyl, but has been around for a long time. The newest version supports some iOS stuff I think now as well.
Corona SDK - A LUA based SDK that is gaining significant traction. Easy to learn, and lets you make stuff for iOS and Android. Has a built in simulator and can test on your mobile device.
Unity - Used for a lot of large scale games, but not as friendly to beginners.
Unreal Engine - Used for major AAA games, but also available to be used to create mods and new games. Unless you're building just levels in UnrealED, .
you'll need much greater coding chops in order to get anywhere.
Also a neat tool, especially if you already have Skyrim, is the Creation Kit - build instances, cities, NPCs, weapons, armor - and there's a robust Steam community where you can share your creation and get critiques. It is also very well-documented by Skyrim designers on the wiki: Creation Kit. Far Cry also has a map editor, which is a great way to practice level design fundamentals.
